A commissar is touring a mental sanitarium. He notices half of the men are proudly singing the Soviet anthem, but the other half remain strangely quiet.
He pulls a nurse aside and asks, "Who are those men who aren't singing?"
"Those are all the patients in recovery, commissar."
Variants may have the non-singer revealed to be someone else who is sane, such as an employee at the sanitarium.
